Published April 25, 2018 at 1915 × 1277 in Re-emerging into the Warm Sunshine

I’m pretty sure this is the bronze tiger beetle (Cicindela rapanda) because it fits both the visual description and the habitat (bare moist sand near the river). This was the most common tiger beetle I saw.
